The proposed Quality-of-Service Business Rules 2024 allow subscribers up to one year post-deactivation to reclaim unused credit with proof of ownership.

The NCC is considering whether operators should refund unused airtime or adopt a “use it or lose it” approach.

Telecom operators have 90 days to implement the new guidelines and inform subscribers accordingly.

The Nigerian Communications Commission (NCC) is finalizing guidelines to address the issue of unused and unclaimed subscriber airtime. During a Stakeholders Engagement Forum in Abuja, NCC Executive Vice Chairman/CEO, Dr. Aminu Maida, highlighted the importance of balancing consumer rights with industry sustainability.

The proposed Quality-of-Service Business Rules 2024 would allow subscribers up to one year after deactivation to reclaim unused credit, provided they can prove ownership. Dr. Maida noted the ongoing debate on whether operators should refund unused airtime or adhere to a “use it or lose it” policy. Telecom operators have been given 90 days to implement these guidelines and inform their subscribers.
