“N686 million released, but little to show.”

— Despite receiving significant capital funding from the Federal Ministry of Finance between Q3 2024 and Q1 2025, insiders report continued infrastructural decay and poor patient care.

Dr. Olugbenga Owoeye, Medical Director of the Federal Neuro-Psychiatric Hospital, Yaba, has admitted to diverting funds meant for patients’ meals and medication to pay electricity and diesel bills. In audio obtained by SaharaReporters, Owoeye cited soaring operational costs and insufficient government funding as justification. “Our NEPA (electricity) bills… is between N35 million to N40 million every month. Diesel is about N18 million monthly,” he said.

Despite his justification, internal sources allege gross financial mismanagement, poor patient care, and deteriorating infrastructure. Documents reveal N686 million was released to the hospital between Q3 2024 and Q1 2025, yet services remain crippled.

Owoeye confirmed owning a private hospital near the institution and dismissed corruption claims as “mischievous,” adding, “I am not diverting any fund. I am just channelling the gains we made to pay our debts.”

A petition to anti-graft agencies accuses him of procurement violations, unilateral decisions, and dismantling effective administrative structures.
