NERC reports Benin and Togo owe Nigeria $11m for electricity supply

The Republics of Benin and Togo owe Nigeria over $11 million for electricity supplied in Q1 2025, the Nigerian Electricity Regulatory Commission (NERC) reported.

Bilateral customers SBEE (Benin) and CEET (Togo) made partial or no payments under multiple contracts. CEET, which received supply from Odukpani and Paras Energy, made no payments. SBEE remitted only a fraction of its dues to Transcorp and Paras.

Defaulters include PARAS-CEET ($0.63m of $1.92m paid), TRANSCORP-SBEE (Afam 3) with $0.3m of $1.73m, and TRANSCORP-SBEE (Ughelli) paying $1.82m of $4.97m. ODUKPANI-CEET and PARAS-SBEE made no payments. Of the $17.24m invoiced to six international customers, only $5.8m was paid.

Only Niger’s NIGELEC settled its $3.03m bill in full. “Such persistent shortfalls threaten the stability of Nigeria’s electricity market,” NERC warned, as defaults raise concerns over cross-border energy trade viability.
