The President of the Ijaw National Congress, Prof Benjamin Okaba, has expressed misgivings about the declaration by the President, Major General Muhammadu Buhari (retd), that funds looted from the Niger Delta Development Commission will be recovered and those found culpable as revealed by the forensic audit report shall be punished.
