A consortium of civil society groups has called on the President to declare a state of emergency in the security sector and set in motion, martial law in line with a purportedly leaked memo issued by the Minister of Justice to the President.
The groups also call for action to be expedited on the Constitution review and the engagement of belligerents to a dialogue to end violent conflicts in the country.
