The President of the Ijaw National Congress, Benjamin Okaba, has expressed misgivings about the declaration of the President, Major General Muhammadu Buhari (retd), that funds looted at the Niger Delta Development Commission will be recovered and those found culpable in the forensic audit report shall be punished.
