Jordan Henderson keeps his spot in the squad despite being booed at Wembley during the last international break.
But Raheem Sterling and Anthony Gordon remain out of the picture despite some impressive Premier League form in recent months.
Sterling was crucial to Chelsea’s win over Tottenham on Monday while Gordon netted the winner against Arsenal on Sunday.
The only change to the squad has been the inclusion of Newcastle star Callum Wilson, who has replaced Eddie Nketiah, while John Stones is also out through injury.
Tottenham star James Maddison also retrains a place despite coming off against Chelsea with an injury.
The Three Lions will contest their final Euro 2024 qualifiers next week but have already booked their spot at next summer’s competition.
Victory over Italy last month at Wembley saw them qualify from their group but still need to manage at least one win to finish as group leaders.
They are three points ahead of second-placed Ukraine after the 3-1 win, sitting at the top of Group C with 16 points after six wins in seven.
England have not lost a Euro qualifier since 2019 after defeat to Czech Republic and they are the overwhelming favourites to beat Malta and North Macedonia next week.
Malta have lost all seven of their qualifiers so far while North Macedonia are also out after losing to Ukraine in their last match.
