A comprehensive tenancy bill currently under review by the Lagos State House of Assembly aims to overhaul the commercial capital’s high-pressure real estate market, introducing strict new rules designed to curb arbitrary rent increases, illegal evictions, and widespread agency fraud, according to a report by Legit.ng.

For tenants, the proposed legislation provides much-needed relief by imposing legal caps on advance rent demands and granting occupants formal mechanisms to challenge sudden, extortionate rent hikes in court. The bill also introduces mandatory licensing for real estate agents through the Lagos State Real Estate Regulatory Authority (LASRERA), aiming to weed out fraudulent brokers who exploit desperate home seekers.

Conversely, property owners face significantly higher legal accountability. Landlords who engage in self-help evictions, utility disconnection, or physical harassment of tenants could face severe criminal penalties, including fines or imprisonment. While compliant landlords and certified agents stand to gain from accelerated dispute resolution pathways—including proposed weekend court hearings to clear backlogs—the framework places greater emphasis on standardizing tenancy agreements across the state.

Housing analysts note that while these structural protections represent a major victory for consumer rights, the law’s ultimate effectiveness will depend heavily on state enforcement. Without concurrent investments to address the broader housing supply deficit across Lagos, market pressures may continue to challenge both landlords and renters despite the updated legal framework.
