Russian President Vladimir Putin is preparing to escalate the war in Ukraine and intensify hybrid attacks against European countries supporting Kyiv, according to The Telegraph.

The newspaper reported that Western intelligence officials believe Moscow is laying the groundwork for a possible “stealth mobilisation” following Russia’s parliamentary elections, potentially allowing thousands of additional recruits to be drafted.

European officials are also concerned that Russia could increase hybrid operations targeting Ukraine’s allies, including sabotage and other forms of pressure against European infrastructure.

The report cited intelligence officials as saying Russia is making administrative preparations that could enable a mobilisation if the Kremlin decides to proceed. Ukraine has previously warned that Russia could seek to recruit hundreds of thousands of additional troops.

Meanwhile, European leaders have expressed concern about reports of possible Russian actions against NATO countries supporting Ukraine.

The Telegraph said the developments have heightened fears in Europe that Moscow could broaden its confrontation beyond Ukraine as the war continues.
