Chinese billionaire Xu Bo reportedly fathered up to 300 children through US surrogates

A US surrogate says she discovered through a television report that the intended father of the baby she is carrying is Chinese billionaire Xu Bo, amid reports he has fathered more than 100 children through American surrogacy arrangements.

According to International Business Times UK, the surrogate, identified only as “Judy” for privacy reasons, said she was initially told she was carrying a child for a single father but did not know his identity or the full scale of his surrogacy arrangements.

Documents later identified Xu as the intended father. Judy said she asked how many other surrogates he was using and was told the figure was close to two dozen. She also claimed she requested to meet him at least five times without success.

Xu’s former partner, Tang Jing, has alleged during an ongoing legal dispute that the billionaire may have as many as 300 children. Xu has disputed that figure. A social-media account linked to his company, Duoyi Network, previously posted an image showing more than 100 young children seated together.

The report said a wider investigation interviewed 32 surrogates and reviewed contracts and court records, raising questions about disclosure requirements and protections for women carrying pregnancies for intended parents in the United States.

Some women said they were not always informed when intended parents were simultaneously working with multiple surrogates. Others reportedly met the people taking custody of their babies only at delivery, or not at all.

Attorney Melissa Brisman said there are no laws limiting how many surrogates intended parents may use simultaneously, while most states do not require criminal background checks.

New York was identified as the only state requiring surrogacy agencies to be licensed.
