Lagos tops 2025 IGR table, generates more than 22 states combined

Lagos State generated more internally generated revenue in 2025 than 22 Nigerian states combined, according to new government revenue data.

According to PUNCH, citing the National Bureau of Statistics, Lagos recorded N1.77tn in IGR, while the 22 states generated a combined N909.35bn.

The NBS said Nigeria’s 36 states and the Federal Capital Territory generated N5.15tn during the year, representing a 40.93 per cent increase from N3.65tn recorded in 2024.

Rivers ranked second with N428.42bn, followed by Enugu with N406.77bn, while the FCT generated N356.34bn and Ogun recorded N252.36bn.

Tax revenue accounted for N3.79tn of the total, while Ministries, Departments and Agencies generated N1.36tn.

PAYE contributed N2.64tn, making it the largest component of tax revenue recorded nationwide during the reporting period.
