UBEC to Roll Out 10-Year Basic Education Plan Starting October

The Universal Basic Education Commission (UBEC) says it will begin implementing its 2026–2035 Basic Education Roadmap in October, introducing a “whole school approach” to end fragmented interventions in public schools,The Sun reported.

UBEC Executive Secretary Dr. Aisha Garba disclosed this in Abuja on Monday at a two-day consultative workshop with chairmen of the 36 State Universal Basic Education Boards (SUBEBs) and UBEC directors.

She said the roadmap would replace the practice of executing isolated projects, such as classrooms or furniture, without addressing other needs required to make schools functional.

Garba also unveiled the Basic Education Action Plan Management System (BEAPMS), a digital platform meant to strengthen planning, transparency and accountability in basic education programmes nationwide.

Under the new framework, states must carry out a comprehensive assessment of individual schools and identify all critical gaps before UBEC approves their intervention plans.

She explained that new classrooms would now be matched with adequate toilet facilities based on projected enrolment, rather than isolated upgrades.

The UBEC boss also announced a revised matching grant formula, allowing states to deploy funds according to their specific needs, whether renovation, furniture, fencing or computers, rather than the previous formula’s emphasis on new infrastructure.

On BEAPMS, Garba said the platform would publish state funding and project data online, enabling communities to monitor and hold implementers accountable.

Kwara State SUBEB Chairman Prof. Shehu Adaramaja said the workshop would help stakeholders agree on a common direction for basic education over the next decade.
